Its mission is “ To protect public health and the environment by ensuring compliance with environmental regulations. To achieve compliance, City staff, businesses and residents are provided with services consisting of Public Education and Outreach, Training, Inspection, and Enforcement.”

"Rule of Thumb" - All non-stormwater discharges to the storm drain system may be comprised of Hazardous Material and should therefore be reported immediately by dialing 9-1-1.

If you witness illegal dumping of a Hazardous Material in a storm drain, dial 9-1-1.

To report a discharge of non-stormwater to the municipal storm drain system, after calling 9-1-1, you may call the City of Garden Grove Environmental Compliance Division at 714-741-5956 (M-F, 8am - 5pm). During after-office hours, you may leave a message at 714-741-5375.

Proper management of non-storm water runoff by residents will help to avoid any regulatory intervention as well as protect the safety of our municipal storm drain system. Our adopted National Pollutant Discharge Elimination System (NPDES) permit, the State Fish and Game Code, State Water Code and Municipal Code for Stormwater Quality, enforced by the Environmental Compliance Division, all include provisions that prohibit the un-permitted discharge of non-storm water runoff into the municipal storm drain system and surface waters.

The City of Garden Grove’s Municipal Code governing Stormwater Quality is available for review in Title 6 Health and Sanitation, Chapter 6.40.

The City of Garden Grove Local Implementation Plan (LIP) explains how City officials will implement procedures to insure compliance with their NPDES permit. Specifics governing water quality and construction activities, commercial business activities, industrial activities, residential living and municipal activities, all can be found in the City of Garden Grove LIP.
