Charles Kalil joined the City of Garden Grove on February 1, 1993 as a Senior Programmer / Analyst in the Information Systems Division, following over eight years of service with the City of Buena Park.
Promoted to Senior Systems Analyst in 1994, Charles was subsequently named Information Systems Manager in February 2000. In July 2006, as a result of departmental restructuring, the Information Systems Division became a new department, renamed Information Technology, with Charles serving as its first director.
In addition to undergraduate work from California State University Fullerton, Charles holds a Bachelor of Science degree in Information Systems from the University of Phoenix.
His membership in professional and community service organizations include the Municipal Information Systems Association of California, Orange County Law Enforcement Information Technology Association, Orange County Linux Users Group, and the Kiwanis Club of Greater Garden Grove.
