The Youth Services Unit (YSU) consists of one sergeant, Sergeant John E. Reynolds, two Detectives, David Lopez and a current vacancy, Special Officer Gary Elkins, Special Officer Andy Flaws, Special Officer Jason Fulton and Special Officer Kivler. Further, there are two Graffiti Investigators - Veronica Nelson and MRO Bermudez. Together, they complete the YSU team investigating graffiti crimes. The Special Officers assist the Garden Grove Unified School District by maintaining a presence on 14 different intermediate and high school campuses.

YSU Detectives investigate all Garden Grove crimes involving juveniles as suspects and juveniles as run-aways. When investigating juvenile crimes, YSU personnel frequently collaborate with the Family and Youth Outreach Program (FYOP). This is an offender diversion program managed by The Boys and Girls Club of Garden Grove. FYOP counseling staffs mitigate referral cases through diversion providing education, counseling and community service. The Youth Services Unit is located in the department’s Juvenile Justice Center, which is adjacent to the main police department building.
